ACICU is dedicated to advancing the quality, accessibility, and integrity of international education through the application of rigorous, research-based accreditation standards. Our mission is to empower educational institutions—particularly those offering online and distance learning—with the credibility, accountability, and recognition necessary to thrive in an increasingly globalized academic landscape. The Accredited Central International Certification Unit (ACICU) was formally established in 1980 in the United States, amid a growing international demand for transparent and accountable systems of academic quality assurance. The founding vision of ACICU was to create a globally adaptive, yet locally sensitive, framework of educational evaluation that could respond to the dynamic growth of international higher education institutions—particularly those utilizing emerging technologies in learning.
In response to the rapid expansion of transnational education in Asia, ACICU established its second regional headquarters in British Hong Kong in 1985, aiming to serve institutions across East and Southeast Asia. This strategic move reflected ACICU’s commitment to cultural contextualization in accreditation practices, ensuring that global standards were harmonized with regional academic traditions.
By the dawn of the new millennium, ACICU had expanded its operations into North America’s academic hub, inaugurating its Toronto office in Canada in 2000. This branch facilitated cross-border accreditation services and international collaboration among universities in Europe, the Americas, and Asia-Pacific. Over the past four decades, ACICU has consistently expanded its influence, becoming a key facilitator of quality assurance and academic legitimacy for hundreds of online, hybrid, and digital-first institutions across six continents.

ACICU’s accreditation procedure is characterized by its rigor, transparency, and developmental orientation. The process is divided into five primary stages:
Preliminary Review and Eligibility Assessment
Institutions submit a Letter of Intent (LOI) and preliminary data.
An eligibility determination is made based on organizational readiness.
Self-Evaluation and Portfolio Submission
Institutions conduct an internal review and prepare a detailed Self-Evaluation Report (SER).
Supporting documentation includes academic catalogs, institutional policies, student data, and faculty records.
External Peer Review
A team of international experts conducts a virtual or on-site evaluation, engaging with various stakeholders.
The evaluation includes classroom observations (if applicable), LMS system analysis, faculty interviews, and student feedback reviews.
Accreditation Commission Decision
ACICU’s Accreditation Board deliberates on findings, issues a final decision, and provides a Formative Feedback Report outlining strengths, concerns, and recommendations.
Monitoring and Reaccreditation
Institutions are subject to annual compliance reporting and full reaccreditation every five years.
Mid-cycle progress reviews may be initiated if systemic changes are identified.
This process is not merely summative, but also formative, as ACICU provides capacity-building support to institutions to implement recommendations and enhance internal quality assurance mechanisms.
